The people most enamored of what you want are big business interests, the Far Left and family members of illegals. That's it.

It is difficult to pin down because most available figures are based on the 2000 census wich did not have a catagory for Hispanics and just lumped them together with Whites. The figure you sighted of 33% sounds more like a County wide figure to me. The latest info I've seen is that the state wide non-Hispanic White population is down to 43%. "Non Hispanic White" is the designation to watch for.
