Because it is a standard pane, designed for buildings up to 12 floors tall, leaving an extra unused button.

alot of elevators have blank buttons JC Penny at monroville mall has a number 3 on the indecator but theres only 2 floors then above 2 on the button there a button with an L on it Ive never hit it but I will next time and get a vid
