with obsidian maul but with granite maul you hit about 19-19-19 (at least). If you don't want to do the math, it's 51. So, 51 is over double 23. If you hit 6-6-6-6 then a 19-19-19. That's 23+57. That's 80. With 40 range you hit a max of 7 with rune darts. You can be level 60 with 50 attack, 75 strength, 40 (up to 84), and 84 magic. You will have 80 hit points then (about) and you will be able to kill everyone within your level range. :D
