As far as Estradiol (E) in the water, it would take a lot to raise the level above the normal male levels. If you did not have E, you would have osteoporosis (severe loss of bone density). Elderly cismales usually do not have severe osteoporosis because they still have E while many cisfemales have the problem because they lack E. Since T is conv to E, you should be OK .
The conspiracy thing is a little off. Culture does everything to make men more violent, stereotypically more 'masculine', if governments really wanted men to be less agressive it'd do somehing about culture. As well as women are more passive, it has WAY more to do with the education given to women then with genetics, hormones and nature. Men being more agressive and less thoughtful is much more profitable for governments. Also it's more efficient to control people through psyche than physically.

the surgery sky is getting is chest surgery, which is simply where they cut under the breast and take all the fat and stuff out, and cut it so that when you flap the skin back it's flat and fits right. they also remove the nipple and sow it back on in the right place. that's a pretty simple version of what happens

The conspiracy thing is a little off.
