When Goku and Vegeta did there fusion at SS4 same rules applied. Maybe Goku could be considered Stronger since he had more fighting experience, or moves at his wake.

Man, Vegeta gets way too much credit. The only fights he ever won outright were against minor henchmen characters (Cui, Dodoria, Zarbon, Guldo (by attacking him while his back was turned), Jeice, Android 19, and Pui Pui.
