I disagree that democratic "burdens of power" are incapable of moderating governing Islamist political parties like Hamas, provided that the "burdens of power" include responsibility for economic issues, like employment and standards of living. Unfortunately, Israel wields such a heavy hand in the economic affairs of the West Bank, e.g. controlling the electricity to major sections of the state, that Hamas can get away with blaming Israel for the economic woes of the people.
