I can understand his position. He knows that Brown's approval is the only valid one, so if the Treaty is ratified at the time he wins the next elections, he can't do anything. Now is only up to the Czech Pressident, who is going to suffer a lot of pressure.

Another thing is to have the guts to call a ref. about whether the people want to leave the EU or not, but he knows that a huge part of his party ranks and voters won't approve that. He has a clear lead now and he doesn't want to spoil it.
