Being from Louisiana, I've heard (and used) this phrase here and there... Southern rain, in and of itself, is very refreshing because it's very hot in the south and the rain is always welcomed there. I've used in reference to it being extremely hot out... saying "we could sure use a sip of southern rain" or something to that nature. Maybe she meant it as: she's waiting for that one sweet love that is refreshing and cool and makes her feel good. :)
