holding a kick will do uppercuts, not holding a kick will do straight punches. You have to use the correct sequence of punches to keep them juggled, which for most characters is upper, straight, upper, upper, upper.
You just have to keep your back charge, so charge down/back (which will count both as a down and a back charge), then go to up/back+punch (you get your up input this way while keeping back charge), then I usually go to just back at that point, forward, back, forward +3P/3K.
Do you still prefer Akuma though? Pure rushdown akuma... I main Balrog now, it easy with balrog, his links are fairly easy to pull off, especially on stick.
Well Akuma is a lot more natural for me, I never feel like I don't know what to do as him, where as Balrog has serious flaws against a couple characters.

I don't know if it was on purpose but with the graphics settings and the colour you chose made Balrog look like a mean candy wrapper.
...and what does that make Akuma? Haha, I don't really give a poop who is and is not flowchart. I've been "alt-ing" Balrog for like three months now.
The similarities are there obviously: fun, easy, long combos. But they're so wildly different at the same time, it's a good palette cleanser. Since Balrog is my worst match-up as akuma, I'd like to keep my enemy close.

I use a Sanwa JLF for stick, and Sanwa OBSF-30 for buttons.

Inputs for Headbutt into Ultra are.
Down back > Up back + punch > Forward > Back > Forward + PPP
