12 years later and it's flooded again. A Council who couldn't organise a Sunday School Picnic!!

Actually not the council (!) - but The Scottish Government in Edinburgh and some local objectors to the scheme. It's too easy (and ill-informed) to blame the council for this. Best try reading up on this one sonny!
