I'm fairly sure that "Pueblo" translates to "Town" or "Village"

The context might refer to People, maybe.

This tune is actually a "cover" of (more like inspired by) a Chilean political anthem from the early 70's called "El pueblo unido jamás será vencido", meaning "The people united will never be defeated". I'm sure you'll find the original here on Youtube, and there's a good Wikipedia article on the song :)

However, since the record is called "Sounding out the city", this is quite possibly a pun..
