I totally agree with most of what your saying, however I believe it's not as cut and dry as you make it out. I went to a jr high school in the bronx that was so bad i couldn't learn anything. the teachers were horrible and the students were totally disruptive. and eventually stoped going. luckily i got into another school which was much better and i got a good education. not everyone could do that. my point is this, the resourses for black schools simply are not there and it's not by accident

I personally believe it's the governments fault; skin colour doesn't factor into it. If drugs weren't illegal, the black market for them would be almost non-existant, and violent drug related crime would be wiped out. Prohibition didn't work for alcohol, it wouldn't work for firearms, and it doesn't work for drugs. This is just another issue of an overbearing state telling everyone what to do, and in the process creating an entire underclass (black and white).
