Mining and demolition companies use the more modern gel and plastic explosives now. They're easier to handle and are far less toxic than dynamite. The stuff they used is more than likely homemade from fertilizer.

@kingfish4242 actually scratch that. According to the wiki, M-80' are still given by the Feds to farmers trying to scare vermin away from their crops and livestock. Those farmers still need to acquire a license though. These kids most likely have a relative that owns a farm and this is their private pond. It's still illegal to use those in this manner however.
