Did sanctions stop North Korea from attaining nuclear bombs? No. Sanctions hurt people and not government. Just like America cuts back on Medicare and Medicaid to support military weapons these countries will cut back assistance for the people to attain weapons. In addition to apartheid issue, South Africa obtained nuclear weapons and then disarmed and signed Nuclear Non-Proliferation Treaty. Sometimes sanctions work! Still worth trying to get Iran to comply with NPT and I doubt that Russia / China can get Iran to resume P5+1 nuclear talks and make progress without sanctions.
