As soon as he said "upload command prompt" I knew this was gonna be another kid talking about something he knows nothing about (you don't 'upload' cmd, you 'launch' it...HUGE difference in terminology there, lol). Anyway, you can't shutdown anyone outside of your network (including web site servers like you were trying to do here) using this method.
