If it were me, I'd keep the crow as a pet. I don't see the point in rescuing baby crows to return to the wild, because they'll simply get shot and killed by people protecting their crops or other animals from crows.
My crow was free to go or to stay. I'd never put her in the cage. BTW she was not a baby crow when I found her. I just couldn't let her die, I gave her a chance to survive but I don't know if she did.
I got it on my back yard and I don't know what had happened. Maybe a cat or a dog got it. I can't imagine someone cutting the feathers. Poor bird tried so hard to fly and many times broke the new feathers because of clumsy landing.
