The fan has its blades shaped like that because it's supposed to suck air in - not being driven by air. If you want it to spin by the intake air, you should turn it upside down for it to work as an IMpeller.. a simple fail until that.

This is of course only for the looks of it, as we all know a computer fan is way to weak for anything. :)

it doesn't pressurise the exhaust, a turbo uses exhaust gas to spin a turbine which compresses outside air. exhaust gases would kill a motor cause theres no o2 for the gas to burn in.

cuz the weights on the fan will make the fan spin continuously when your engine cuts to its power band so it wil act like a real inefficient turbo!!

What is the point? You don't need a low CFM low static pressure fan to draw air in when the engine does that during it's normal operation anyway. If anything I'd say this fan is obstructing airflow more than aiding it. If you want to go the electrical route... for whatever reason, you would probably want a larger high impedance fan or a high powered centrifugal blower. But seriously that is nowhere near proper or effective.
