Congestion is here to stay and will get worse and that is a promise. Any increase in population increases congestion. You play with numbers and irrelevance because you're stupid. There is no science or technology that can keep up with growth and thats a fact but you're told that immigrants and businesses from other states will make you rich while your traffic and demand on utilities and rescources increases daily. You believe it because you're stupid. The way to reduce congestion is more people?

A market approach to congestion would be to price the high traffic times higher. Here they just made people go earlier, whereas I think a true market system would also make people come in later, the main goal being to reduce peak load.
