Abu Dhabi can survive without tourism for some decades but Dubai surely cant and this has allready been proven over the last months.

The problem for them is that Abu Dhabi is the capital so if anything goes bad in Dubai this effects Abu Dhabi in the end.

Abu Dhabi bailed out Dubai early this year and most likely will need to do it again soon with even more money then before and as long as the massive real estate intrest wont return Dubai is gonna need more bailouts (goverment support).

Well you have to understand, the economy of these places are fueled by oil. Once this runs out, these people will be poor in no time. So they are investing the money from their oil into such things to fund tourism, to attract a crowd. Dubai is unique because they decided to go overboard and make it this way to attract tourists ;]
