You must be on the administer's account or an account with no restrictions. This is not a hack its just a way for accounts with no restrictions to change the pass. Now if your account has restrictions then you get the error message.
Nice you play WoW, me too, but, unforunetly to do this tyou have to have Admin authority to run the CMD in the proper authority to gain access to change any password on the net user.
If you forgot your password and you can´t login into your PC, just press F8 while your computer starts, then select "Safe mode" and press enter. Now your computer starts in safe mode. At the user selction box choose "administrator" and now you can change with the method from the video, the pasword from every user.
also if u set it so u type ur name in u can just type in administrator 2 log in... theres no password... or u can set it so admin appears on the list of users
