There is a total of 100 hidden packages in the game. If you want a 100% completion of the game you'll have to get them all, but you'll be receiving rewards for every 10 packages you collect, including some really awesome weapons and vehicles.

after you beat the firm aset do you get to keep the sparrow that you use in marthas mug shot

I don't think so, but if you collect enough hidden packages you'll get a Sea Sparrow helicopter (like a Sparrow but with a gun) behind the Diaz mansion.
