Fraid not. It's an English comic published by an american company. Much the same as an American video game published by Sony doesn't make it a Japanese video game etc.
Watchmen is the greatest American comic book of all time, and probably the greatest comic in all the world! And the movie is nothing short of incredible!

Yeah, the Bernard and Bernard sections have been panned by reviews but I have to say that they add to the authenticity to the original beautifully.
