It is Marseilles indeed. The "Vieux Port" (Old Harbour), the Frioul Islands an the "Chateau d'If" (a maritime prison of yore) filmed by a young and yet unknown French moviemaker (Claude Lelouch).
The Red Sea ? Of course not: instead the Mediterranean one, Marseille, the Frioul islands and Château d'If, and, last but not least, a very young " Nouvelle Vague "(New Wave) artist called Françoise Hardy ( in 1963)

Many of the French Scopitones were shot on cheaper eastmancolor stock. Over time the blue green axis fades away and the color becomes weird.
