According to Article II, a candidate for president must be a natural born citizen. According to all previous interpretation and precedent, a "natural born citizen" is a citizen whose parents were BOTH citizens at the time of his birth. Mitt Romney's father was a Mexican citizen at the time Mitt was born, therefore, he is not a "natural born citizen" and cannot qualify for a presidential ballot.
