I'm going to say, that yes the OS he is using is windows vista, but also remember that he is using virtual pc, to run windows 7 on windows vista.

As you see virtual pc opens up a new window just like you get when you open "My Computer" and so on, so you will still se the side bar, as for the start button not being a windows one I have no idea, but also we have all seen the BETA that microsoft put out for us to play with how many ver's was there before we go to play with it?

You used WindowBlinds for the Taskbar. That is not Vienna Concept. For all viewers observe the taskbar when he hovers over it. Stardocks logo is inplace of the Start Button. And Vienna Concept has a taskbar not a dock.

Well basically anything. It's open source. You can change whatever you want with it. You can also use programs like WINE on linux to run windows programs. There are also many OSX emulators for linux also. the osx emulators are much better because OSX is UNIX based, so it's more compatible. But yeah, linux is whatever you want it to be.
