In the case of Egypt, the U.S is the clear initiative-taker. In most instances, the U.S is, after all it's the sole remaining superpower with influence to do this on a large scale.
The west would easily subvert stability for a friendly regime (See Iraq) and keep out secularists for a friendly regime (Saudi Arabia).

But inside the west itself, with the paranoia of the war on terrorism, I agree that the ideals are sacrificed for stability.

The most obvious exemple is Lybia, where us forces joined a western coalition to depeat khadaffi.
