Augie's Great Municipal Band are singing the same theme, it's just they're singing it faster and in a higher voice, and in major. Quite hard to make out, and very hard to even notice in the first place unless someone else pointed it out for you (as TVtropes did for me).

@AirWaterLandBuffalo TVTropes for me too. The chorus is slow and faint, but I can't pick out the melody. Emperor's Throne Room has a creepy chorus, but I can't find it there either.  I think I've been bullshitted.
