I was in country in Naval Intelligence in 1965 and discovered we were not allowed to win the war. We could have won the war at any time but the directives from the White House were to perpetuate the war and every commander in that theater knew it. It can be fairly said that the then govornor Romney, and mayor of detroit failed to control its communities, and should have resign their positions. (even if Romney have asked for assistant from Johnson's administration days later after they thought they can have situations under controlled).
Well, while Kennedy was busy shaking hands with all the well-wishers at the airport, Johnson's Secret Service people came over to the motorcycle cops and gave us a bunch of instructions. They also ordered us into the damdest escort formation I've ever seen. Ordinarily, you bracket the car with four motorcycles, one on each fender. But this time, they told the four of us assigned to the President's car there'd be no forward escorts.
Then governer sort of ate his pride, and had to inform the Johnson administration to restore social order in Michigan. Terrible that the John had to diployed the federal troops. Romney though he had this situation under controlled, but he could not handle the out-of-control situation. sadly! Detroit never recovered.
The biggest error was made was a " SHOOT TO KILL ORDER WAS NEVER ISSUED! " The thugism is the city I live in now is evil. New York was slipping into the urban abyss, but stood up to evil.
So much for Possee Comitatus. Now, we have the 3rd Infantry's 1st Brigade deployed in the U.S. 20,000 troops for now, but it will grow to 200,000 very soon.
