A Border Reiver was a Scottish cattle rustler that rode across the border on horses and stole English cows. It is talking about being a Scot in England and stealing a way of life. Kind of legal alien stuff.

Mark Knopfler is one of the very few that doesn't seem to have lost an ounce of creativity as he aged. If anything (blasphemy alert), I think his solo work as a whole is better than his work with Dire Straits.
@BulletproofRaiden that's a driver who is 6 feet tall. This song is about the albino truck ( border reiver ) wich travelled in england somewhere in the sixtees. It was a pain in the ass to shift gears so that's why he sings ' she needs the human toe' and 'sure as the sunrise is what they say about the albino' what means that the truck almost never broke down.
@aapddd I believe the actual lyrics are "Sure as the sunrise, that's what they say about the Albion" and "She needs the heel and toe" - not that it makes a huge amount of difference, but I figured you might like to know :)

?
Because the word after "paperwork's" sounds different to me, but I can't figure out what he says. However, I am not a native english speaker so I may be wrong. Maybe it is just a pronunciation of the word that I've never heard.
Takes me back to my childhood when I spent al my holidays in the cab of an Albion Reiver six wheeler wiith Caswells livery of South Wales, driven by my dad, Bert!!
@CrazyWaldo100 It's most likely an irish flute. It's a pretty neat instrument and while it's greatly used in folk music, artists like Mark Knopfler & The Corrs show it can be easily adapted to suit other musical genres as well.
