If this is a penalty shoot out then that is not a goal as the ball has ceased travelling toward the goal (before it starts spinning back). If it is not a penalty shoot out then the striker should have followed-up. So assuming this is a penalty shoot out, that is NOT a goal according to the rules.

It's a goal, the ball went in from the initial shot and the fact that the keeper touched it does not make a difference. If the keeper had touched the ball onto the post and it came back off and hit him then went in it would still be a goal so there's no way this could not be ruled a goal.

If the penalty is kicked during the game, would be goals. In this case (i assume, by the absence of players on the edge of the box), assign the goal is an absurdity: if the ball, during the penalty kicks (AFTER the match), retour on the field, the penalty is wrong. In Italy, for a same thing, a match was repeated. Epic REFEREE fail.
