Iirc, France needed just one point from their final two games to qualify (home to Israel and Bulgaria.) They managed to lead 2-1 against Israel but lost in the stoppage time. 1-1 against Bulgaria then, *boom* Ginola fucked up, and France lose 2-1 and don't go to USA. But if anything, the French side got stronger under Jacquet and his investment in youth.
