You're right, the war was set up. Hezbollah set it up by raiding into Israel, killing and kidnapping Israeli soldiers in 2006. Any country would counter-attack after that kind of raid. Last year, Turkey took similar actions in Iraq because of Kurdish attacks across the border.
But there is no evidence that Israel was planning a war before Hezbollah's raid in 2006. Some people want to make up phony conspiracy theories (with no evidence) in order to excuse Hezbollah's miscalculation.

Far from planning the war in advance, an Israeli commission later faulted the Israeli government for being unprepared for war. So, Hersch is wrong, as he is so often.
Hersch hasn't broken a legitimate news story in years. He makes wild claims. But the people who believe in conspiracies will believe him, even though no other journalist backs up his charges. This story excuses Hezbollah's provocation which set off the war.
