It depend on many factor. It you want it look smooth then you make more frame and increase the speed.

Hi i'm new at animation and I was wondering how you draw someone on the next frame and know exactly where they are in the previous ... i've seen tutorial but people usually hit shoutcut keys or something and I don't really get this so much, thanks :)

You can just flick back and forth between the frames, or click something called onion skins which show the outlines of the previous frame

I do use motion tweens sometime, but they obviously only work with one symbol. When things are turning and whatnot you have to redraw it.

well you don't have to redraw it when if you use motion tween just do motion tween and use the free transformation tool and also how long did it take also tell me how much hours a day like 6 hours a day for the video you showed us in flash on this video

No, you need to redraw it when complex things are going on. A motion tween won't make a character spin 360 degrees. If you've only drawn the front of a character, how would it know what all the other sides look like? And spend as much time as I feel like each day.
