I run towercranes for a living and I had one that would spin circles like that but only when the wind was hard out of the Northwest. It was due to the placement of tall buildings adjacent to the job site. The swing brakes on towercranes are normally disabled after work and they usually naturally face away from the wind as the wind pushes the boom downwind.
Awesome video! Its was windy that day, so the crane spins automaticly so the jib, the part that sticks out dont get caught by the wind and take the crane down. The must of been some wierd directional winds
It would have been had they removed the chains. It ended up knocking out most of the windows on the 39th floor and causing some other structural damage.
To weathervane is correct, but wrong not to have an empty hook!

we had to go out the the very next day and patch up the aftermath. still very windy and rainy
