Of all the GTA villains, this is the one I would least like to run into IRL. They would probably just shoot you, Tenpenny will develop some way to use you for the rest of your life.

IMO he was the most cunning, and possibly the most ruthless as well (even more so than Dmitri Rascalov from IV, who had his best friend killed. Unlike Dmitri, I can appreciate Tenpenny for being more than just a rat).
