@Andrew25367 I can think of three reasons why the player didn't get bad karma for nuking part of the planet. 1: Nobody knew the player or lone wanderer fired the death ray. 2: By shear luck it was an area controlled by The Enclave. 3: The most likely reason is that the firing of the death ray was by accident.
