I saw the episode where 24 died, all the henchmen were outside the cacoon(minus 21 & 24). The moppets helped Monarch put on his 'super' suit. Seeing the Monarch on the monitor in the supersuit, Dr. Girlfriend rushed out leaving a cliché little remote with a big red button on her throne. The moppets were the last people in the cacoon. So I figure they took the remote and they blew up 24.
