This was YEARS before 9-11 even. NO COST to the government or public. This was back when he was a lawyer, long before he took over FEMA. And he is by no means the only one which should be held CRIMINALLY LIABLE for the lives and suffering their bean-counting ineptness cost.
Just resigning their job or not being re-elected does not cut it. If this had been a man-made disaster such as war, they would be on trial as war criminals.
Especially Mike Brown, who was personally aware of the deaths and destruction which could be caused directly by communications infrastructure alone being non-operative (just one little part of a disaster) and at a meeting at Ft. A.P. Hill military reservation was presented with a plan to employ A.R.E.S., M.A.R.S., and other amateur radio operators to construct and employ relay/repeaters which would immediately establish communications between EVERYONE.
I would, at this point, inform viewers of this video, (and thanks to ikanthelpit for reminding me), that the musical selection(s) involved very close friends who have passed on due to tragic, needless circumstances as well, and this was why I chose those when doing this selection.

As the music is from a source 15+ years ago, and 3 of the 6 producing it have passed on in regrettable circumstance, combined with the gravity of the situations being depicted in the piece, I chose a deliberately slower pace for maximum visual impact and to afford the viewer more opportunity for thought.
