The best way to deal with those armored cops is to agitate them, then hide somewhere above, and when they find you and try to get up from directly below you, you get down at the same time; they can't attack you while they are going up - you basically outrun them. I use this strategy and basically nothing can stop me at all in this game.

@PacGuy765 it depends on which version you play, because in the US, they're hired to obtain evidence to expose corruption in the city. Some world versions has them test out the security measures in each stage, and the Japanese version, they're flat out thieves.
