So long as one isn't disruptive, recording, video taping, and photographing a public meeting in a public venue is not only permitted, but a right guaranteed under the provisions of the 1st Amendment. This is a well settled area of law. On the other hand, it's also pretty well established that too many cops are boneheads.

Since the reporter notified the officers of his right to report then that proves acting in concert/conspiracy to deny civil rights.
