I have no problem with whatever these companies want to pay their employees - none of my business.
However, if you have to ask the govt. for funds so that you can continue operations then the US govt. has every right to determine what they should receive in pay. If these companies do not have the funds now - then they should pay those funds in the future when hopefully profits for them will increase.
