According to Allan Sutton's Discography "Cakewalks, Rags And Novelties", this tune was composed by J. Louis von der Mehden and published by Carl Fischer (1906). "Ragged Thoughts" was subtitled als "A Black Coffee Sketch".

There was in fact, little if any PIANO ragtime music recorded on the shellac records of the day. Again, I'll say these guys had playing chops executing this piece.
This is not "classic" piano ragtime as by Scott Joplin or Tom Turpin, of course. Recordings like this one are early syncopated dance band music (one-, two steps, cake walks etc.). However it is still a sub-category of ragtime. Listen to Pryor's or Prince's pre-WWI records, for instance.
