Authorities shouldn't even be involved, unless they are disrupting the whole neighborhood, just not you. As far as talking to them?? Most of them that make noises that are outrageous do so on purpose. It will only get worse if you give them attention.
The landlord will move you to another floor, rather than them in most cases.
When they make noise when you sleep, wait until they're sleeping. Three or five ramming bangs on the wall at 4 am, a brief blast of dubstep, should get there attention. A nice crack of cymbals every two hours is pretty good, too.
If they complain be very, oh very apologetic.
You'll be surprised how they become self conscious, and if not well, keep training them.
Wow, good to know i am not alone, lol. Most old homes have no soundproofing or anything like it. I live in a six unite apartment complex, and never again will i ever live with more than 1 neighbour next to me. People are innately selfish, but it also can be that they have no reality on how much noise you are hearing, specially an upstairs neighbour. The sound is much loader at your end than theirs, so recording it with a camcorder or something that records it good and give them a copy might help
I have two fucking morons living above me that are just complete assholes. They make noise all the time, especially late at night and I have to work 12 hour shifts. These assholes obviously are on fucking welfare and their kid is nothing more than a dog! My neighbours are moving out because of these idiots and finally, so are we. Of course I'm not going to say the above mentioned to any potential tenants. I will just simply turn them down with no explanation.

She's right, since many noisemakers are pathological scum and you need to be careful. Once they fixate on you as a "complainer" you could be under far more stress (or danger) than the original noise caused.
My strategy has been to think of noisemakers as dumb farm animals who don't know any better. Like having hogs next door. If they are humanized, they become too annoying to take.
I've threatened my landlord in a round about way to sort out the next door's habit of leaving USED DIAPERS on display for me to walk past , or I'm off. They don't take their bins out till long after the magpies have hacked at them and then they'll still leave annoying Flash wipes and bits of tissue at their backsides.
It's like " smell the glove ". Lower classed white trash. They just look at you when you pull them up about it. And yeah, they slam their doors like fucking half wits.
Sometimes neighbours don't realize that they are making too much noise. But if they do and don't "care", escalating the situation by retaliating with your own noise is a bad idea. Not only will it make the situation worse for you, it might make things worse for your OTHER neighbours. Most cities will have other higher authorities-landlord tenant boards or bylaw enforcement officers.
You could also try buying a white noise machine. They can make a huge difference.

As a former apartment dweller myself, I say:

I rent an apartment just outside my college and my upstairs neighbors are the worst... Woken up everyday at 5:00am by their stomping and dropping weights. Tried being friendly, tried talking to the apartment complex but nothing got done. So i taped a radio to the ceiling and blast it everyday at 2AM, shut the door, and sleep in my living room.
