T Lane is actually a simulation in Vault 112, and its actually at the part of the game were you first meet your father after Vault 101. So, I'd say maybe about... eh, a third way into the story.

Betty is actually the Overseer of that particular vault, and "she" is actually a "he", named Dr. Braun. "Betty" is his form in the simulation.

And, lastly, to get there you must get far enough in the main story. I hope I answered most of your questions :P

If you get the tricycle and bring it to one of the back fences and put it down you can jump on it to get over the fence on xbox360 but i am sure you can just type something like noclip in the commands on the computer if there is a code like that on F3.

yes. when looking for your dad, you will go into a vault. 112 i believe, and you will sit n the virtual reality thingy. it will take you to this place. you can do all of bettys quests for bad karma, or go to the abandoned house and get the code for good karma. have fun
