Satsui No Hadou Ni Mezameta Ryu (Evil Ryu) prolly went away after the events of this game, because as I must point out, Ryu managed to "cleanse himself" after Gouken helped Ryu out. Just my two cents, and we should be aware that SNH Ryu only was present while Ryu struggled to reject the Satsui No Hadou.

The Metsu Shoryuken is influenced entirely by greed, anger, and desire to win. Metsu means destruction and in SF, Metsu is associated with the Satsui No Hado (Killing Intent).

Gouken's Shin Shoryuken would prob be stronger than Ryu's Metsu since the power of nothingness is something Gouken has mastered and can draw power from. Ryu draws power from as you said desire to win. If Gouken or Akuma used Metsu then it could be more powerful. But in fighting games meassuring power is difficult since they have to balance the fighters..mostly..until people take advantage of cheap moves despite their character able to do more

Play a low tier char for once

I just used Dan as an example btw, STRIPFIGHTERIV (a beastly Dan player) may be able to easily beat a Ryu player. But according to SF canon Dan isn't remotely close to Ryu in terms of anything, especially skill.
