You can't make the horses wins; the odds that are listed in the game (for each horse) are pretty much correct. Eventually each horse will win.

The Biker Drug Dealer is rare; it usually only appears immediately after starting a brand new game... and even then it's rare for it to appear; it usually takes at least a dozen or so fresh starts to get it to appear.

who wants to know how to get easier money with NO CHEATS INCLUDED!? well what you do if you have ps2 find a cop car and steal it and get away from cops then simply enter L1 L2 L2 UP DOWN DOWN UP R1 R2 R2 then get out of the car back in you should have a cheat code activated just this 1 then start viglante and hit the enemies car and it will explode then you can keep going up lvls also an easy way for more body armo :D enjoy my trick

To answer your question; a lot people want to get money without cheats. None of my videos have cheats in them, so I would suggest that you search YouTube, and find some videos with cheats in them, and watch them instead.

There's nothing that can be done to make your horse run faster; sorry.

You place your bet on the horse that has the highest chance of winning. (eg. 12 wins/ 1 loss) You have no control over who wins or loses.

It isn't how many wins the horse has. It is the bet value. Meaning, if you bet 1 dollar on him and he wins, you get 12 back.

That drug dealer is a rare spawn... he only seems to appear when you start a new game, not later on.

There are actually four Drug Dealers in the game... the forth is a Latino guy that can only be seen by modding the game.
