Whoever claims that Russian military budged is severely underfunded, should also realize that cost of salaries, weaponry, etc. is a lot cheaper in Russia then elsewhere. For example newest 5th generation SU PAK-FA fighter jet is roughly 50 mil USD. F35 for example, almost 150 mil USD. So when you claim that military budged in US is bigger then elsewhere, remember keep in mind average salaries, costs, etc.
