basically it is forbidden to bow to someone or something. but i think, that when you bow while praying you have to do that when you are pointed to jerusalem - where the "Kodesh Hakodashim" was (the most holy place to jews, it was located in the middle of the temple). from what i know - this is where the Tablets of Stone were kept, before the temple was destroyed.

when you are pointed to jerusalem you are also pointed to the torah in your synagogue (the torah in each synagogue have to be located at the wall that points to jerusalem - so bowing in front of jerusalem means you also bow to the torah.

so the bowing is to god (of course god is not in jerusalem, but its a symbolocy god decided to to to make it easier for men to show their faith) and bowing to the torah (the jewish history, values, faith and culture) they are not objects - so you can bow them.
