I know Ratigan isn't the biggest villain of all, but his character is just amazing, he is the greatest impersonation of a frustrated mastermind , i mean he does kill his own Henchmen and his way of dealing with the awful truth of him being a Rat is the true nature of a psychopath.
I have to go with Gaston as one of my top villains. He's not incredibly evil, in fact, he's not really evil at all. I think that's what makes him such a great character. He's just an alpha male dick who thinks he is actually saving Belle from The Beast. From his position, the reaction he has is totally practical and he's going to be a hero. He is the only Disney villain I've felt sympathetic for when he was killed.

The thing with Hades is, he makes contracts, and it's the heroes which don't stick to them. I know he's evil and all, but he tells them the stakes and then has them sign a contract.
They 'knew' what they were getting into.
He did this in mythology aswell. A lute player would go into the underworld and play for Hades in return for his wife who died. Hades agreed, but only if they made the whole way back without him looking back to his wife. Last minute he does and she gets dragged back.

I'm glad you brought attention to the ridiculous artistic licence they took with Disney's Hercules. As much as I love the movie, it's about as similar to the original myth as Lord of the Rings has to Twilight. However, given that Hercules was given the 10 (later 12) tasks as a result of him seeking forgiveness for going mad and killing all his children, that might have just been a little bit too dark for Disney to turn into a marketable movie...
Personally, I think you might be forgetting Governor Ratcliffe From Pocahontas. He also tries a genocide, and initially had the power to carry it out as well. He's for sure not #1, but I think easily higher than Cruella. Good choice on not putting Scar as #1 too. He's a decent villain, but in the grand scheme of things, he's just not as cruel or competant as others.

Definitely feel Frollo is number 1, and anyone who disagrees just has to watch the Hellfire scene again to be convinced. If you allowed Pixar creations also, I think Lotso, from Toy Story 3, could be one of my favorite antagonists of any film
I didn't even watch all of the movies from this list, but I know them all from telling and it's such a great flash back into a time where cartoon animations were epic and not just goofy/wacky.
