Most Civil Protection units either left the Combine regime during the uprising and joined with the Resistance or stayed with the Combine and combated the forces of both Rogue Metrocops (such as that malignant Barney) and the Citizens rising against them. Personally I would have joined Civil Protection and stay with the Combine. But that's just me. :)

i think living under combine government rule wouldnt be all that bad, the combine more effeciantly and widespread develeped the use of renewble engery resources to produce electricity. develep cleaner and less expesnive forms of fuel for transportation, and cleaner and more energy effeciant ways of manufacuring, theres enough food for everyone, air quality is as good as before the industrial revolution, and the crime rates is the lowest in recorded history. Whats there to complain about.
